What is LUCR?
The Department of Land Use Construction Review consists of the planning and zoning authorities of the City of Bridgeport, building department and any other agencies responsible for historic preservation and land use regulation activities. The LUCR provides professional staff assistance to the city's planning and zoning authorities.
The LUCR, via the Design Review Committee offers pre-development assistance and project coordination to applicants desirous of engaging in development in the City of Bridgeport. The Design Review Committee is composed of staff members from the Building Department, Planning and Zoning, Planning, Economic Development, Police, Engineering, Fire Marshall, Housing Code, WPCA, and Public Facilities.

The Department of Land Use Construction Review (LUCR) is one of 8 divisions under the auspices of the Department of Planning and Economic Development (OPED). The role of LUCR is to provide preliminary review and coordination of developoment proposals prior to formal submission to the City's land use boards and commissions. Like the Department of City Planning, LUCR provides guidance and assistance to prospective developers seeking land use regulatory approval of development projects through design review committee meetings.
Preliminary Design Review Conference
Developers are strongly encouraged to submit applications of large development projects to the Director of Land Use Construction Review for a prelimary review. This review is primarliy an informal exchange allowing the Applicant/Owner an opportunity to discuss the proposal with staff and local officials from related departments and agencies. Neither the informal review nor any comments made at the review shall be considered a commitment or approval of the project.
